This department activities were initially functioning through Registrar of Cooperative Societies, Gujarat state, Gandhinagar. But due to extent of activities, separate setup was required for execution and hence Industries, Mines and Power department(Government of Gujarat) has established new department at state level by issuing resolution of sanctioning the post of "Directorate of Cottage and Industrial Cooperatives". Afterwards the post head of the department was sanctioned as "Commissioner of Cottage and Rural Industries" by issuing resolution from Industries and Mines department.

Expand the coverage of Cottage & Rural Industries activities in the state to generate supplementary employment opportunities for empowerment and improvement in quality of life of artisans/workers with Skill up-gradation, Technology up-gradation, Credit support, Marketing promotion and Infrastructure development.
